That single fact catches more Quebec operators than any mechanical failure does. A heavy truck goes through periodic mechanical inspection once a year. A bus goes through it twice. Miss that distinction and a unit sits without a valid sticker while everyone assumes it was covered.

Ressorts Laval / C.T. CAM has been repairing heavy vehicle mechanical systems in Laval since 1971, buses included. We do not issue compliance stickers and we are not the centre that certifies your vehicle. What we do is get the suspension, steering and driveline in order before your bus shows up for inspection. Here is how the obligations actually stack up, and what a fleet can do about the mechanical side of it.

The two clocks: 12 months for trucks, 6 months for buses

Road vehicles with a gross vehicle weight rating of 4,500 kg or more are subject to periodic mechanical inspection every 12 months. Buses, minibuses and vehicles used for school transportation are on a six month cycle instead.

For a mixed fleet, the practical consequence is that your buses generate twice as many inspection events per unit per year as your tractors do, and one of those events will always land inside the operating season. School operators feel this most: the summer date is easy to plan around, the mid-year date is the one that gets scrambled.

⚠️ The mid-year date is the one to plan first

Every operator schedules the summer inspection. Far fewer schedule the second one, which falls in the middle of a service period when no unit is easy to release. Booking it as early as the first one is the cheapest scheduling decision available to you.

Three separate obligations, and none of them substitutes for another

Operators tend to use the word “inspection” for all three of these. They are not interchangeable, they involve different people, and they leave behind different paperwork.

Obligation

Performed by

How often

What it leaves behind

Pre-trip safety inspection

The driver, or someone designated by the operator

Before first use, valid 24 hours maximum

A report carried on board

Mandatory mechanical maintenance

The owner, or the shop the owner assigns

At least every six months

A signed maintenance sheet kept on file

Periodic mechanical inspection

An inspection agent recognised by the SAAQ

Every six months for a bus or minibus

A compliance sticker on the vehicle

The middle row is where most of the confusion lives. Mandatory maintenance does not replace periodic inspection. They are separate requirements with separate procedures and separate records, and satisfying one says nothing about the other.

What the daily inspection is actually worth to you

The pre-trip inspection is a visual and functional check performed before the vehicle’s first use of the day. It is valid for a maximum of 24 hours, and a driver change calls for a new one. The report has to be on board and producible at a roadside check.

Treated as a formality, it produces a stack of forms with “OK” written down every column. Treated as a reporting channel, it becomes the cheapest diagnostic tool a bus fleet has. A driver who writes “knocking noise, left front, only when empty, started Monday” has just narrowed a suspension diagnosis to a specific joint before the bus reaches a bay. That entry saves shop time, and shop time is what you pay for.

💡 Train drivers to describe rather than tick. Sound, location, axle, loaded or empty, and when it started. Five details, and a diagnostic that would take an hour of searching often takes ten minutes.

The maintenance record you have to be able to produce

As the owner, you are required to keep the vehicle in good condition at all times and to have maintenance performed at least once every six months. The obligation is as much about the record as the work. The maintenance sheet has to show, among other items:

Vehicle identification: VIN, licence plate or unit number.

Odometer reading.

Date of the maintenance.

Every element inspected, marked compliant or non-compliant.

Repairs required.

Signature of the person who performed the maintenance.

Above three or four units, running this sheet by sheet stops working. A documented preventive maintenance program is what keeps due dates from stacking up in the same month, which is exactly how fleets end up doing everything in August and nothing in January.

Practical takeaway when you send a bus to us for suspension or steering work: ask for the written report and file it. It documents component condition on a specific date, which is precisely what you will be asked to demonstrate.

Why buses sit on the shorter cycle

Whatever the regulatory reasoning, the mechanical case for a shorter cycle is visible the moment you watch the vehicle work. A bus operates in severe service even when its odometer says otherwise. Constant stop and go, full lock steering at walking pace, a load that changes several times a day, short runs that never let anything settle.

A tractor covering 150,000 highway kilometres a year puts fewer stress cycles through its suspension and steering than a route bus covering 30,000. Any maintenance schedule built on distance will run long on a bus fleet. The regulation counts in months. Your program should too.

The mechanical side we prepare

Periodic inspection covers the whole vehicle. Our shop covers one part of it: the heavy running gear and driveline. This is what we go through when an operator brings a bus in a few weeks ahead of its due date.

Suspension

Leaf spring condition: cracked leaves, broken leaves, one side sitting low. Bushings, shackles and spring hangers. U-bolt clamping force. Shocks and their mountings. On air suspended units, air bag condition, fittings, and height control valve operation. We also measure ride height left against right, since a side to side difference is usually the first thing visible from outside.

Steering

Play in the steering box, tie rods and steering linkage. This is a two person check, one at the wheel and one underneath, because play is something you observe rather than estimate.

Alignment

Wheel alignment is not itself an inspection point. What bad alignment produces over time is: out of spec tire wear, and steering or suspension components worn early. If the bus is going to be out of service anyway, that is the efficient moment to correct the geometry.

Manual transmission, differential and clutch

Leaks at seals and housings, mounting condition, abnormal play. A fresh drip on the shop floor under a parked unit is an easy observation to make yourself before you even book the appointment.

You get the findings in writing, with pricing, before anything proceeds. That report does two jobs: it lets you decide, and it documents vehicle condition for your maintenance file.

The sequence that avoids a second shutdown

Three to four weeks before the due date, inspect suspension and steering.

Order parts if needed, while the bus is still in service.

Complete the repairs in a single shop visit.

Present the vehicle for inspection already in compliant condition.

Finding a part to order on inspection day costs you the slot and starts the whole cycle over.

After the inspection: compliant, or on a clock

If everything is compliant, the sticker goes on and the bus goes back to work. If not, what happens next depends on how the finding is classified:

Minor defect: 48 hours are allowed to complete the repair.

Major defect: the vehicle is immediately prohibited from being operated.

Which defect falls into which category, component by component, is set out in the SAAQ mechanical inspection guide, and that classification deserves an article of its own. The operational point here is simpler: 48 hours sounds generous until you translate it into two service days that somebody has to cover with a spare unit you may not have.

Frequently asked questions about bus inspection in Quebec

Our fleet runs trucks and buses. Are they on the same inspection schedule?

No, and this is the trap worth building your calendar around. Heavy vehicles rated 4,500 kg and above are generally inspected every 12 months, while buses, minibuses and vehicles used for school transportation are inspected every six months. One fleet, two clocks.

Who is allowed to perform the periodic mechanical inspection?

An inspection agent recognised by the SAAQ. It is not something any shop can issue, even a shop fully capable of doing the repair work itself.

We do our six month maintenance religiously. Does that cover the periodic inspection?

It does not. They are separate requirements. Mandatory maintenance is the owner’s responsibility and lives on a maintenance sheet you keep. Periodic inspection is performed by a recognised agent and produces a compliance sticker on the vehicle. Neither one discharges the other.

What has to appear on the maintenance sheet?

Vehicle identification, odometer reading, date, every element inspected marked compliant or non-compliant, repairs required, and the signature of whoever performed the maintenance.

How long does a pre-trip inspection stay valid?

24 hours at most, and a driver change requires a new one even within that window.

How far ahead of the due date should we book the mechanical prep?

Three to four weeks is realistic. That window is what lets a part be ordered while the bus is still running its route, instead of after it is already sitting in a bay.

Do you perform the periodic inspection on buses?

Our role comes before it. We repair and prepare the heavy mechanical systems on a bus, meaning suspension, steering, alignment, manual transmission, differential and clutch, so the unit arrives in compliant condition. The sticker itself is issued by a recognised agent.

Bus inspection coming up?

Have the suspension and steering checked a few weeks ahead instead of discovering a part to order on the day.
